Under the Employees’ Social Security Act 1969 (Amendment Act 2025), the SKBBK is mandatory for foreign employees.
However, for Malaysian employees, participation in the scheme is optional.
If Malaysian employees do not wish to participate in the SKBBK, they are required to submit a Notice of Liability Release (Notis Pelepasan Liabiliti) through the PERKESO LINDUNG Faedah Portal.

What Is The Action Required?
Action Required (for Malaysian employees only):
- Complete the Notice of Liability Release if the employee opts not to participate in the SKBBK.
- Submit the notice via the PERKESO portal: https://lindungfaedah.perkeso.gov.my
- Submission period: 13 July 2026 to 31 August 2026

Important Notes:
- Participation is voluntary for Malaysian employees and mandatory for foreign employees.
- If no Notice of Liability Release is submitted by 31 August 2026, the employees will be automatically enrolled in the SKBBK.
- Employees who choose not to participate will not be entitled to claim benefits under the SKBBK.
